What do you mean by "...it will not charge."?

These packs are pretty foolproof. The ones I have, have a built-in
charger with standard AC male plug. You just take an normal
extension cord (with female plug) and connect it to the battery
pack. A little light comes on and indicates it is charging, and
there is some indication when it is done.

I have seen some packs like this that have a 12v AC adapter that is used
instead of a normal power cord.

I hate to ask, but did you read and follow the directions for the battery
pack?

This is the mount:
I purchased this to power it:

But when I try to charge the Power Tank, it will not charge. So I am left
with nothing to plug my mount into. What I'm trying to determine is if
there is some way to get it to work without that, and without plugging it
into my car. So you are saying I can buy an adapter called "12-volt
DC - 2A (tip positive)" that I can use to plug it directly into an
outlet?

Let me know if I am understanding correctly.

Assuming the EQ5 you are talking about is the Orion Skywatcher
EQ5,

the features list on the website says it needs 12-volt DC - 2A
(tip
level.

I don't quite understand the whole "...battery pack won't

something.
